Who is Pikkon from the Dragon Ball Z world?

I was watching a trailer for the new DBZ game: Infinite Worlds, and one trailer had this character named Pikkon fight Kid Buu. Is he supposed to be like Piccolo and Goku or Mr. Satan fused together?
