How do I haggle for a car?

I'm looking to buy a used car for the first time on my own. I have decided which car I want and which features I would like. I am unsure how the haggling process is supposed to work. How low am I supposed to ask for and how low am I supposed to settle. The one's I've seen online are marked around $11,000.
