How are Election Laws construed?

Like other laws, election laws are also constructed. Debates, discussions, public opinion, need, precedents, experience etc are helpful in constructing any law. However, while drafting election laws, the area for which it is drafted is also considered. Some areas are notorious where widespread rigging could take place, so there are special laws.
