How many times a day should you let the dog go out to potty?

we recently purchased a two year old scott terrier from the animal shelter. My cousin takes him every couple of hours. It's very nerve recking.He goes out and sometimes does nothing. so Isaid to her we must train him to go morning,noon and at night at about 9:30pm and then to bed. can you help?
